I've seen this at a Target. A complete set of six without the BAF. Some bastard just tore through the packaging and took them. Funny thing is I don't think anyone in the staff noticed or cared.

I think that is pretty much the status quo. Even Toys R Us, whose whole business is toys doesn't even notice or care.
