Saw this at a TRU in CT recently and thought of your posts. I returned a Star Wars Black 6″ figure last month at the same TRU and they inspected the package as if it was a rare gem. It took the woman at the register almost 5 min to confirm what I was returning was not a fake or damaged. I went back next week and see this on the shelf.

I have a theory. Recently, I saw someone at a comic shop re-glueing blisters onto the cards of those Wolverine figures. And I've seen many Star Wars Black 3.75" figures with loose blisters (a few days ago, I accidentally loosened one myself when I knocked a figure off a peg; a four foot drop popped the blister clean off). Also, I added a Silver Samurai figure to a Hasbro toy shop order to get free shipping, and when it got here last week, its blister was completely loose.
So considering evidence of weak or under-applied glue on these new packages, and knowing that many employees – even at Toys R Us – know little about toys: I think it's possible this was done in store by a clueless employee who was simply repairing packages and put Biggs on the wrong card.
